Siim Sikkut
Former Government CIO, Estonia, and current Managing Partner at Digital Nation
Siim led the digital government and digital policy area in the Republic of Estonia for 10 years, most recently as the Government CIO from 2017 to 2022.
He has been recognized as one of the world’s TOP20 most influential people in digital government by Apolitical, and was co-founder of Estonia’s groundbreaking e-Residency program.

In 2007 he earned a Master in Public Policy from the John F. Kennedy School of Government at Harvard University and in 2009 a Master of Science in Technology and Policy from the Massachusetts Institute of Technology. He also holds a bachelor’s degree in Computer Science from Athens University of Economics and Business. Currently, he is a Doctoral Candidate in Political Science at Heidelberg University.
From 2019 to 2023 he served as Minister of Digital Governance. During his tenure, he digitized and simplified government services through the development of citizen-centric digitals platforms such as gov.gr, Greece’s single point of access to government services, digital IDs and driving licenses (Gov.gr Wallet app), and electronic healthcare and prescription records (MyHealth app). As Minister of Education, he aims to build a modern and more inclusive educational system designed to help students unlock their potential.

At the core of Tamara’s mission has been empowering leaders in government, and driving culture change by introducing mindset, practices and modern digital delivery skills, building teams highly skilled in human centered design, iterative product delivery and empathetic group facilitation. She is a founder of Rebel Alliance, an open civic org that aims to empower public servants in Europe and around the world in their public service modernization and in fostering a culture of openness, learning, risk taking and psychological safety.
Tamara served as the Minister of Public Administration, Digital Society and Media of Montenegro (2020-2022). Under Tamara’s leadership Montenegro government reshaped key policies and standards, propelled public private partnerships, saved money, improved services and built lasting capability for innovation and digital service delivery. Previously, over the past two California administrations Tamara championed the course for the priority policy initiatives and digital service and public transformation strategies for the world’s 5th largest economy. Robyn Scott

Robyn serves on the World Economic Forum’s AI Governance Alliance, she is an ambassador for the Access to Medicine Index and an advisor to the Responsible Mining Index. She sits on the investment committee of 100x, the London School of Economics’ impact accelerator, as well as being an investor in and advisor to a number of mission-driven startups. Robyn was named a World Economic Forum Young Global Leader and a Gates Cambridge Scholar. She holds a BSc in Bioinformatics from Auckland University and a Masters in Bioscience Enterprise from the University of Cambridge, where she graduated with distinction.

As Minister for the UK Cabinet Office, Lord Francis Maude created the world-leading UK Government Digital Service (GDS) to lead whole-of-government digital transformation from the centre of government. With Francis’s oversight from 2011-2016, GDS saved over 1.8 billion GBP through spend controls alone with a total saving of 4 billion GBP across all government IT contracts; created GOV.UK, the award-winning, single government online portal; transformed the most-used public services to fully meet the needs of users; and reformed procurement for digital products and services, stimulating the UK tech sector. As a result, the UK was ranked number 1 in the UN e-Government Development Index in 2016. He was also responsible for the creation of the world’s first social investment bank, Big Society Capital.
Since leaving government in 2016, Francis has chaired FMA, a practitionerled venture that supports governments to implement reform; to save money, improve public services and build lasting capability. Former Minister of Information Technologies and Communications, Colombia
He has been a Senior Advisor to McKinsey and Company, the Inter-American Development Bank, and the Wilson Center in Washington DC. He was the Chair and is the Ambassador for its Business Action to Support the Information Society (BASIS) initiative at the International Chamber of Commerce (ICC) in Paris. Molano is also Board Member of Multinational Companies and has been the President of Area Andina, a 60 thousand student university for low-income segments in Colombia, focusing in creating the talent for the digital economy. He also advices startups in Latina America and Europe.
Molano worked in Telefonica (Spain), BellSouth (now AT&T) in the US, and Ascom in Switzerland. He is an electronic engineer and economist from the Javeriana University in Colombia and has an MBA from IMD in Switzerland.[/modal_popup_box]Pedro Tavares
Former State Secretary for Justice, Portugal
From 2015 to 2020 he was a Senior Advisor at the cabinets of the Minister of Justice and of the Secretary of State for Justice, where he managed different innovation and transformative projects and policies, including a Justice Innovation Lab, transparency and participation projects, or new digital Citizen-centric services. He acted as the Ministry’s contact point for the OECD digital policies and for several international projects with the European Commission.
In the public sector, Pedro worked on innovation projects such as the new concept for the citizens’ one-stop shops (Lojas de Cidadão), or the Citizens’ Portal. He has had different positions focused on digital transformation and innovation, including roles managing digital services, communication, transparency and participation initiatives.
Pedro also worked in the private sector as marketing & innovation director at different IT companies, including PHC Software and Inetum.
Moreover, he was a digital marketing & communications trainer at INA and Lisbon Digital School, and a guest lecturer at Universidade Católica Portuguesa and Instituto Politécnico de Santarém.

Currently, in her role as Secretary of Innovation and Open Government for the Government of Monterrey, she leads the implementation of open and digital government practices at the local level. Prior to coming to CDC, Brennan was Chief Analytics and Privacy Officer at Clarify Health, where he led Clarify’s analytics and informatics strategy. He joined Clarify following his role as president and CEO of the Health Care Cost Institute, from 2017–2022, and previously served as the Chief Data Officer at the Centers for Medicare & Medicaid, from 2010–2017, where he led the Obama administration’s healthcare transparency efforts, built an advanced analytics enterprise, and played a key role in implementing numerous Affordable Care Act provisions, including the Qualified Entity Program and the Physician Payments Sunshine Act.
Brennan is a graduate of Georgetown University’s MPP program and has an undergraduate degree from University College Dublin. Ana has served as a principal investigator and co-investigator for several randomised evaluations and other studies on women’s political participation, girls’ access to education and empowerment, and ethics in development research in Uganda, Zambia, and Colombia. She has also been an Inter-American Development Bank (IDB) consultant.
Before joining J-PAL, Ana was a postdoctoral researcher in a position shared between Innovations for Poverty Action (IPA) Colombia and Universidad del Rosario. Ana holds a Ph.D. in Economics from NOVA SBE, an M.Sc. in Specialized Economic Analysis from Barcelona School of Economics, and a BSc in Economics from Carlos III University. Before her doctoral studies, she worked as a Senior Research Associate for Innovations for Poverty Action (IPA) in Uganda. Before Kaiser, starting in 2012, Bryan served as the Chief Technology Officer at the US Department of Health and Human Services (HHS) in the Obama administration. health and welfare of the nation. Prior to HHS, he served as the Chief Innovation Officer for Maryland Governor Martin O’Malley, where he led Maryland’s efforts to embed innovation concepts into the DNA of state government.
